Update: On non-immigration O-A and health insurance requirement for visas issued before new rule (Oct. 2019): I went to immigration today in Chiang Mai. Unfortunately, the health insurance certificate is required, even for older visas. The told me to go back with certificate, and they will put a new stamp/date on passport.

TLDR : Answer Summary
An expat recently faced the requirement for a health insurance certificate at the Chiang Mai immigration office, even though their Non-O-A visa was issued prior to the new rule change in October 2019. Despite some confusion among immigration officers regarding the application of health insurance for pre-October visas, the expat was advised to obtain proof of health insurance to update their visa status. Other users discussed their varying experiences, highlighting inconsistencies in enforcement and suggesting border runs as a strategy to avoid insurance requirements.

Always pays to listen to the advice and check the entry stamp immediately as it definitely appears that it’s a common mistake by only been given 30 days, this happened to me and was promptly corrected by the officer when I pointed it out.
Tod *********
actually this wasn't a mistake per say, they were asked for proof of insurance because they hold a Non-O-A visa, they didn't have it so they were NOT stamped in on that visa, they were stamped in on a 30 day visa exempt entry instead, told to GET insurance and go to the immigration office to get the year stamp.

The question IS, are people who are using valid O-A visas or entry stamps off one that was purchased BEFORE the Oct 31st rule change required to really have insurance?

This is a print screen of page 5 or the announcement. It is in Thai language, but if you visit the official page and you scroll down to page 7, it become all English.

Unfortunately, this police order does not help, according to chiang mai immigration officer. According to them, this police order only apply if you have entered before Oct 2019. But if one leave, and re-enter after Oct 2019, the thai 'approved' health insurance requirement apply. Just for information, health insurance premium, most basic, with maximal deductible, 'approved' for O-A visas, start at 13,000 Baht (pacific cross; may be others).

this is great! thanks you
@Robert ******
. I assume i could print this and show it to officer at immigration office in chiang mai. Also, carry a hard copy with me for my next trip out of thailand.

I’m becoming more and more convinced that the best way to re-enter the kingdom if you leave with an O-A issued before 31-oct-19 and don’t have Thai insurance is by land.

I don't think it makes a difference which way you enter. Most pre Oct 31 dated O-A visas are being stamped in for full year.
Stefano ***********
Page 5 of their own document states that the insurance is only for new applicants after October 31

sorry... i know how we all read and twist words differently, so i just wanted to be sure. so... whenever anyone renews, medical insurance is required.
SpicyPete ********
Am i reading it incorrectly? i think it clearly states in point #4 (where you highlighted), until the end of validity... doesn't that mean until the end of the ONE YEAR... at the point that you must renew your O-A, you will be required to have health insurance.

yes that’s why the supervisor let me in with one year stamp after she look the document

Thank you I guess that just answers the question. My visa expires on Jan. 17. So according to that when I get my 2nd year extension of stay based on the original visa I will need insurance.

My OA visa was issued Jan.18, 2019. I’m leaving for Laos on the 10th fly back on 14th. My visa agent told me today to make sure insurance is in place. She has already had clients refused the one year extension with no insurance and just given 30 day stamp on arrival. This is in CM .
Tod *********
It doesn't take a visa agent to know that IF you're on an O-A visa and are going for a yearly extension at the immigration office you WILL need insurance from one of the 12 approved thai insurance carriers.
Benjamin ******
I don't want to talk badly about your visa agent, but it appears the O-A visa is currently being inconsistently enforced. Are you going to Laos for a new visa by chance?

One way to get more time on your visa without insurance

Today, i arrived at Suvarnabhumi, my non OA visa was issued in july 2019, so no mandatory health insurance, multiple visa, 2 precedent travel in Thailand with this visa, first July 2019, second November 2019, no problem ... Today, was asked for proof of insurance : the officer call the supervisor, supervisor bring me in small office and ask for proof of insurance, i tell no need insurance because my visa issued before

/2019. She look some official papers and tell me : ok, follow me. Then she stamp my passsport for one more year. She took pictures of my visa, passeport id and stamp ... So keep cool, explain calmly the situation and all is cleared ok at the end 🙂
Padraig **********
Her last entry was dec 30th and stamped one year at CM

As I mentioned earlier this week ...inconsistency is the thing that I hate here....my wife came in on O-A no problems one year and this was second entry since October 30th with OA issued August 2019!.....

This is very interesting but seriously concerning.

We return to CM via BKK in a couple of weeks. Non o-a extension, with ME, issued last May. No local insurance but have travel insurance issued in UK. It’ll be interesting to see if they only give us 30 days!

I’ll update with results later this month.

I was issued my O A multiple entry visa in Sydney Oct 2019

I arrived at DKK Dec 2019 stamped in for a year no questions asked re Health insurance

Mind you I have the health insurance so would have been ok if they asked for it.

On a related note: despite the new visa requirement issue, i found the staff/service at chiang mai immigration office to be exemplary very effective (fast), and courteous. Very impressed!

Truly unfortunate but thanks for updating the group.

I like Tod's advice to try getting a 1-year stamp by crossing the border and as he said even if you only get another 30-day stamp you'll probably need that time to get the insurance.
Tod *********
You know what I would do? You are on a 30 day visa exempt entry now, it's after the first of the year (so that means you get TWO new 30 day visa exempt entries by land)

I would border bounce at the Mae Sai - Tachiliek border with Myanmar, AND I'd argue with them that visas issued before the change don't require proof of insurance :O I mean you might get stamped in for a whole new year, BUT at the worst you'd get a new 30 day visa exempt entry stamp and you could follow your plan now, get insurance, and go get the stamp corrected.

I don't think you're out anything by trying it, AND you would have 30 more days to sort out the insurance if you didn't get a new year stamp (which I think you WILL get at that border) ;)

Thank you! very helpful suggestion!! I may have to do this anyway, if health insurance certificate takes time.
Wannikea *********
I'm curious if you had a reentry permit or multiple entry visa before leaving and returning on December.
Tod *********
They have a VALID year-long, multi-entry Non-Immigrant type O-A visa issued BEFORE the rule change (Oct 31st 2019) and were entering on it. They should have been stamped in for a whole new year when they entered.
Mouseen *******
ORIGINAL POSTER
i had multiple entry visa
Tod *********
Where did you stamp IN to the country where they did this? Most people on O-A visas issued BEFORE the Oct 31st rule change are not being asked for proof of insurance.

I would almost fly out and back in just to see what happens.

I will take advice from earlier post, to take insurance with pacific cross ... very low premium, with very high deductible

i came in through BKK airport. But even before, in novembre, i came through Chiang Mai airport, and first, they required health certificate ... and had to argue, explain, before they let me in with a year long stamp.

from discussion with officer at immigration office in Chiang Mai: It is not a clear case to require/not require health insurance for older visa. Officer had to get permission from his boss, and his boss said no.

yes!

AHH, I see what you're saying you entered in Dec 2019 and were only given a 30 day visa exempt entry. :/ Now you're wanting to get the stamp corrected at the immigration office and they are saying you need to show proof of insurance.

This is not for an extension. My 0-A visa was issue in Septembre 2019 (in Canada). I first entered Thailand in Septembre 2019 and had a stamp for one year. When entering Thailand in Decembre 2019, the 'new' requirement for health insurance came up, and had a stamp for one month only.

We need added information from you.

When did you first arrive into Thailand with the O-A visa?

What was the permission to stay date placed into your passport ?
