Is the non-O visa for visiting a spouse fully online when applying from Laos?

Good morning. Is obtaining a non-O visa to visit a spouse for 90 days now fully online? I want to apply for this visa from within Laos, or do I need to go to the Thai embassy, or can I arrange everything from anywhere in Laos?

It works like this at both Thai consulates in Lao.

-You go to Lao

-You log into the evisa online system

-You select the correct Visa, upload the required documentation, upload proof that you are in Lao (visa/entry stamp)

-You use the hotel address as your current address and you use your address in Thailand as your permanent address

-You submit the application

-You get a confirmation that you print out and take to the Embassy in person to pay for the Visa in cash.

Then you wait in the country until the Visa is approved or denied, usually 3 to 5 business days at the most.

If it's approved they will email you with a PDF attachment, you print that out because that is your visa and you present that with your passport when you stamp in to Thailand
