How long does it take to process a non-O e-Visa and do I need to buy a flight before applying?

I would like to apply for a non-O e-Visa based on being over 50 (Los Angeles) and have a couple of questions. First, does anyone have an estimate for how long that usually takes to be processed? Second, is it necessary to purchase a flight before applying? I ask the latter because I would prefer to apply now even though I don't plan to go to Thailand until possibly as late as mid October and since I don't know exactly when I prefer to wait to book a flight. If you're wondering (quite reasonably) why I don't just wait until I know when I can go, that depends on the answer to the first question. If it is a long process, I may not be in a place where I can easily apply online with all the documentation I need. I guess a third, related question, is what happens if you apply for a visa with one flight's details and then change your flight?

TLDR : Answer Summary
The processing time for a non-O e-Visa can typically take a few days if all documents are uploaded correctly, although the LA consulate may list a processing time of up to 15 days. It is necessary to provide flight details when applying for the visa, which is valid for three months. If you change your flight after the visa is issued, it is permissible, but you must use the visa within the three-month validity period. Additionally, the application process often requires proof of travel insurance.

LA consulate sets the processing time as 15 days (as long as they update their website though)

Beware the US consulates usually require you to have insurance to apply for the non-O. It's one of the reasons many get a tourist visa and then travel to Thailand and convert to the non-O there, as there's no insurance requirements to do the conversion in the country.

The sticking point there is that it can be difficult to open a bank account while on a tourist visa, but you need the account open and the money deposited to apply for the non-O.

How recent is your information? Someone posted here a few days ago asking about insurance and the reply was to include a screenshot of the e-visa page stating no insurance is required for a non-O.

and they never reported back if it worked. There are many consulates that require insurance for the non-O

If all document are uploaded correctly it take usually a few days to issue the visa by e-mail. The visa is valid for 3 months and you need to upload flight details.

You can change your flight once the visa is issued but be aware that you must use the visa during the three months of validity.

Thanks. If it is that fast I can probably just wait until I know the exact date and flight to apply.
