Is the border bounce limit in Thailand based on system entries or passport stamps?

Hi all, is the border bounce limit of twice per year based on your entry in the system or based on the stamps in your passport? Asking because I've done my 2 bounces already this year but I've recently gotten a new passport without any stamps. Much thanks!
