TLDR : Answer Summary
The border between Mukdahan and Savannaket is reportedly still open for travelers with a valid tourist visa. However, Laos has paused the issuance of tourist visas from March 20 to April 20, 2020, and is only issuing visas for non-tourist purposes. Additionally, both visas on arrival and eVisas for Laos have been suspended.

I *think* it's still open if you have a valid tourist visa.

Can you get a tourist visa? I honestly don't know. According to:

*******************************************************************************************************

they suspended issuing tourist visa. However, they still issue visas for non-tourist purposes only. That's a good thing.

However, it says:

"Visitors will have to submit requisite information on their health and related documents *to the Lao diplomatic missions in the country they are resident* for approval before the intended date of travel. "

I have zero idea what the bolded part means. If you want to go to Laos, try getting a visa at the nearest Lao consulate and see what they say.

Yes, and the eVisas too.
