Hi all, is it true that the border between mukdahan and savannaket is closed? Also, Laos stopped giving out visas on arrival?

However, it says:

"Visitors will have to submit requisite information on their health and related documents *to the Lao diplomatic missions in the country they are resident* for approval before the intended date of travel. "

I have zero idea what the bolded part means. If you want to go to Laos, try getting a visa at the nearest Lao consulate and see what they say.
