Thai Embassy Vientiane and Thai Consulate in Savannakhet, both in Laos are closed on Monday the 9th due to Communist Holiday (Woman Day).

Yes it takes time to get the visa on arrival to Laos. I don't know how long the line is because it depends on the queue. I recommend buying a tourist visa from the Laos consulate if you don't want to miss your appointment
