Does one need to book an appointment at the Thai embassy in Savannakhet now before travelling there? I thought that only applied to Vientiene?

Yes it takes time to get the visa on arrival to Laos. I don't know how long the line is because it depends on the queue. I recommend buying a tourist visa from the Laos consulate if you don't want to miss your appointment
