when dealing with a "you get a LOT of tourist visas" warning stamp from thai consulates YES, getting a new passport wipes the slate clean and you'll get another visa from the consulate that warned you,

When talking about your ENTRY history to thailand NO, all the entry points are tied together and they can see your entry history as far back as they want to look at at. And it doesn't matter if you've gotten a new passport or not. The system will match to your name, dob, sex, nationality etc.

It's in the computers...your every entry and departure regardless of what passport you are carrying.. Now with face recognition software and fingerprinting being used by Thai Immigration. Thai Consulates and Embassy may yet have linked it all, but the IMPORTANT person is the Thai Immigration Officer upon your arrival. Having a Tourist, Ed or other VISA in your passport does not give you a pass to guaranteed entry. Again...The decision is that of the Thai Immigration Officer which greets you upon arrival.
