The immigration in Ubon Ratchathani does not require health insurance proof to renew the VISA nonimmigration O.

Only nonimmigraton O-A is it a duty to provide proof.

You can not renew a visa anywhere and as it is not a requirement, for the Non Immigrant O Visa it is not a surprise that the Ubon Ratchathani immigration does not ask for it.
