TLDR : Answer Summary
An Australian arriving in Chiang Rai on a 60-day tourist visa can typically apply for a 30-day extension, with most immigration offices allowing applications 30 to 45 days before the original visa expiration. However, it's important to check the specific policy for the Chiang Rai office.

Most offices allow 30 days prior. Some 45. I do not know the policy in Chiang Rai.

Is there also a minimum number of days to be left or can you theoretically apply for the 30d extension on the very last day?

you could leave it to the last day. Not recommended. Just in case your missing something or such.
