Thumbs up to the royal thai consulate in HCMC. Non imm O on marriage issued in less than 10 minutes total!!! 5 minutes to submit documentation, and another 5 minutes to collect passport the following day. Make sure that you have all documents required. A list can be found on their webpage.

Duncan, I applied for an approval letter online, before arrival in hcmc. As soon as you arrive, you submit the approval letter to the visa section to your left, together with USD 25. Process for approval took around 45 minutes. Not sure if you can do without the approval letter
