How do I register for TM30 online if I am staying with a local and do not have a lease agreement?

TM30 online registration. I am staying with a local here so don't have a lease agreement. I am trying to use this online form to register but it only gives me the option to choose "The Owner" or the "House Master". I am neither. Does anyone know what I need to do here?

OR does the person renting this place need to go and register on this system then somehow register me?
