TLDR : Answer Summary
Kenyan nationals must apply for a tourist visa at a Thai embassy or consulate before traveling to Thailand, as it is not possible to obtain a tourist visa while already in Thailand.

No one can apply for a tourist visa inside of Thailand. You can only get a tourist visa at a Thai embassy or consulate before traveling to Thailand.
