TLDR : Answer Summary
To obtain a Thai driver's license, you need to contact your local Department of Land Transport (DLT) for guidance on required documents. If you need to take the written test, there is an English study guide available, and the test itself can also be taken in English. You will need to provide several documents including a certificate of residency from immigration, a medical certificate, copies of your visa and relevant pages of your passport, and your home country driver's license if applicable. Be aware that you may also need to complete an online video before taking the test. Note that the requirement for an international driver's license can vary by DLT office.

Why would it be available in English?

speaking of a Thai (motorcycle) license, is the Thai driver's license valid in Vietnam? I see a lot of conflicting answers online. Who has first-hand experience?

Take care there's scams, they offer you a driving licence without going to the DLT.

If you have to take the written test there is an English written study guide, and the test is in English.

You have to contact your local Department of Land Transport (DLT).

They are very helpful and will explain what is required, documentation etc.

Assuming somebody there speaks English. Our local DLT doesn't.

I had no problems using Google translate, showing them my licence and asking for a temporary Thai licence.

They already had an "idiots guide" for Farang of the required documentation.

Just go for it.
