Can I switch from a Thai language ED visa to an English course for my second ED visa while in Thailand?

Hi, I have a question on ED visa. I had ED visa from Nov 2018 to Jul 2019 studying basic/intermediate Thai Language. Now I’m back to my home country (Vietnam) and wish to return to Bangkok for another ED visa. My previous school recommended me to take up English course instead as I will have difficulty passing the written exam. I went to HCMC Consulate yesterday with all the required documents but was rejected. The officer told me that I can’t change from Thai to English for my 2nd ED Visa. How true is that? I have already bought air tickets to Bangkok on 01 Oct. I was planning to enter Bangkok on tourist visa and then maybe head off to Laos, Penang, etc for my ED visa. Please advise. Thanks guys.
