At the moment Im in Phuket on a exempt of stay 30 days ( i hope i name it corect ) 

Im looking to get a multi entry non O visa based on marriage to thai citizen. 

Any suggestions please for the best place to go and do i have to get online appointment ?

You can get the Non Immigrant O visa at the Immigration Office in Phuket. Then the Multiple -Re-Entry Permit and you can travel all you like

but to convert to non immigrant o visa or to get the extension of stay you need to meet the financial requirements, without money in a Thai bank you get nothing inside Thailand. Then the only two options are as mentioned Savannakhet or HCMC.

No, you can convert a Visa Exempt Entry or a Tourist Visa into a Non Immigrant O visa based on marriage. This will gives you 90 days of stay and after 60 days you can apply for the 1 year Extension of Stay.

My knowledge was that Non imigrant O visa you get only outside country from the thai consulate( that's what i learned before from this group )

And once you have that visa you can convert it to extension of stay ( condition is to put
