How can I complete the o-a multi-entry visa application without booking flights or accommodation in advance?

I'm just filling in the o-a muti entry visa online application and have hit a problem with the travel details section because, as yet, I haven't arranged flights or accommodation. Previously, the paper application form required an estimated date of arrival. Is there a way around this because if I book flights/accommodation and my visa application is rejected, I will have wasted my money.

I have asked them before regarding how long the process takes. They say they will be as quick as possible depending also if YOU have uploaded all the documents required and they don't need any further information.

So is it possible to give me an idea on how long it takes, or how long I should allow, from online visa submission to receipt of visa?
