I just want to make this post in the hope that I will bring some positive vibes for someone who is going through the same process as I did.
I came here few months ago with a turist visa, while my husband came with a Non-O visa based on retirement. He was able to do his 1 year extension toward the end of his visa and right after his extension was approved, I went to Malaysia, Penang to apply for a Non-O visa based on being his dependent (spouse). I needed this visa in order to be able to eventually get in my husband's 1 year extension and so I got it!
The whole process went so smoothly once we figure out what we have to do, and we did it all on our own with the help of some members from this group. (Of anyone else applies for this visa in Penang, make sure you also have with you house/accomodations lease, house book, and financial statements, proof of income, as much as you can, in my case I showed them both mine and my husband's)
Keep up the good faith and follow the steps to the book and all will work out!
