How can a Ukrainian apply for a DTV visa while staying in another country due to the war?
I am Ukrainian and because of the war in my country I can't apply feom there.

Apply in Kyiv. You won’t have to apply in Donbas. Your fellow countrymen are fighting everyday in hellish conditions while you can travel and enjoy the sun in Thailand, I guess you can make an extra effort to go back to your country to do the process.

Since the DTV rule changes on 31 August 2026, you generally need to apply from your country of nationality or a country where you have qualifying residence status. A visa agency cannot bypass these requirements, and neither can using a VPN.
However, the Royal Thai Embassy in Warsaw also covers Ukraine, so I would recommend contacting them directly, explaining your circumstances and asking whether they can accept your application while you're staying in another country.
