TLDR : Answer Summary
The Phenom Phen consulate does not require an appointment for visa applications; you can simply show up. However, it's advised to arrive about half an hour before opening, as people start queuing. Make sure to have all the required documents ready for verification, and note that processing takes about three working days.

People start queuing up about half an hour before it opens. Someone checks all your documents are correct (make sure you have a copy of everything required) and then they give you a form to fill in and a number. Then it's a matter of sitting in line and waiting for your number. Please note that it takes 3 working days to process, so you need to allow more time.

Thank You Todd.

Just show up.
It's NOT the most user friendly consulate in S/E Asia to deal with.. Make sure you meet the requirements posted on their website for the visa you're applying for..
