Does my son need to file a TM30 report if he stays in Thailand for 14 days on his break from Iraq?

My Son works in Iraq

He is on an 8 week rotation so visits Thailand for 2 weeks every 8 weeks.

Is he required to file TM30? He usually stays in airbnb's or hotels.

Has UK and Australian passports. Given recent tightening of TM30 rules I'd like to know for sure. Jomtien immigration would be where he would need to go if required. He only stays 14 days. Then returns to Iraq. He always has forward travel. Not necessarily a confirmed booking for accommodation. Cash not an issue.
