Does my girlfriend on a 5-year DTV visa need to do 90-day reporting in Thailand?

My girlfriend’s on the 5-yr DTV visa and she’s convinced she doesn’t need to do 90-day reporting. Have you heard that there are exceptions? Because I thought it was mandatory for all foreigners. Are there any penalties if she doesn’t do it?

She's required to file the 90 day report every time she has been in Thailand for 90 days... PERIOD 🩸

The fine for not filing is 2,000 Thai baht.
