On a type O-A visa is it true that if you have valid insurance and depart and the return within the validity of the visa you would get stamped in for a further year?

You have to have insurance to meet the requirements to enter Thailand when you use valid Non-OA and your permitted-until-stay stamp will be earlier one of 365days or the same as the insurance coverage period. You need to buy an insurance policy from one of The Thailand-approved insurance companies when you apply for a 1-year extension inside Thailand, not when you enter on Non-OA.
Sorry I don't follow. My question was if I have valid insurance and if I leave and return within the validity of the visa will I be stamped in for the full duration of the insurance. Lets say the insurance is valid for a year will I be stamped in for a full year.
yes ! I did it last October, two days before the date of my visa expiring and got stamped for another year (corresponding to the length of my health insurance)

While using the Multiple Entry Non Immigrant O-A visa before the valid until date you get stamped in for the period of one year or last date of health insurance, which ever comes first.
