TLDR : Answer Summary
Yes, you must be outside Thailand when applying for an e-Visa. According to multiple comments, having an active visa or entry stamp in Thailand makes you ineligible for the e-Visa application. It's advised to prepare to remain outside Thailand until the application process is completed.

100% must be outside of Thailand and prepared to remain outside Thailand for the duration of the process. Each Embassy is different, you have to work out how long a normal submission takes

Am I correct that once the application is approved, I can print out the email and travel to Thailand without request a visa at the embassy in that country?
Darcy ************
Anonymous participant yes. The E-Visa is exactly that. It is am email and a PDF. It has been HIGHLY recommended by others that both the email and the pdf be printed and provided at immigration
