, Chaengwattana is a virtual ghost town, in fact you couldn't pick a better time to go out there to do anything visa/extension related.

AND

AFAIK there is no "ruling: about children under 5 not being out.

I think you have your answers, yes you need the person who is getting the extension to be present..
