Can I handle my O visa renewal and related permits at Chiangwattana or Muang Thong Thani?
Can I go to Chiangwattana for O visa renewal, reentry permit and proof of residency certificate (for driving license renewal) or is some of this done at Muang Thong Thani?

You will not be "renewing" anything, you will be acquiring another one year extension of stay based on whatever reason. However.
