Do I need to stay in the same city where I apply for my ED Visa in Malaysia?
I’ll be applying for my ED Visa in Malaysia using the e-visa system- I am wondering if I have to stay in the city I apply in? I.e. if I apply in Kuala Lumpur, can I wait for approval in Penang or Lankawi? (Asking because my school had me choose the city that I’m applying from)

You can apply Thai consulate in Penang if I’m not mistaken. Then it will be easier for you in case they call you for an interview.

You shouldn't be required to stay in the city. You just need to stay in the country. Just be aware that the embassy can request you come for an interview, even if it's rare.
