I'm going to Penang for my ED visa.

Do you know if I have to schedule an appointment before arriving? Or can I just arrive with all of my prepared paperwork?

TLDR : Answer Summary
You do not need to schedule an appointment before arriving at the Thai Consulate in Penang for your ED visa. It is recommended to arrive early, around 8:30 AM, to avoid long lines, especially on Mondays when more people tend to go. Make sure to have all your paperwork ready, including a copy of your entry stamp into Malaysia, as this is mandatory.

Be aware that in addition to all your prepared paperwork, in that consulate is mandatory a copy of your entry stamp into Malaysia - usually there is a van parked just in front of the consulate with printers/copiers to get any copy/photo you'd need last minute.
