We would like to go to Vientiane to try to get our Thailand ED visa. I am from the Philippines and my partner is from the US. Do we need to make an appointment or walk-in is still allowed?
Side question - we are trying to get into Thailand first to get our letter from the Ministry of Education that we will take with us to Laos. What are the chances that we will get in on a visa-exempt to Thailand? Our first entry was November 2018, and we have been in Thailand on and off (every 4 months, we leave the kingdom to go to our home country). Thank you in advance for your response.

As long as you don't have TWO 30 day visa exempt entries by LAND so far this year you could border bounce and get a 30 day visa exempt entry while you're waiting for your paperwork to be finished from your school
