TLDR : Answer Summary
To apply for a multiple entry or single entry tourist visa for Thailand from Belgium, it is necessary to have a flight booked. This applies particularly to the multiple entry visa where the return flight should ideally be booked for 60 days after your arrival, although there may be flexibility in how far in advance the return can be scheduled.
