Flying out the day after my 90 day report is due. Should I still make the report? If not, will there be a fine at the airport?

TLDR : Answer Summary
Yes, you are still required to submit your 90-day report because you were in the country on the reporting date. If you leave on the 89th day, you would not need to report. Although the airport will not enforce the report, failure to report could result in a fine of 2000 baht if noticed by immigration during your next visit.

Just do it online. It's free and easy. You really want to screw with immigration if you come back?

Can do 15 days before

Yes you're still required to report because you were in the country at the 90 day mark. If you left on day 89 you wouldn't need to report.

The airport doesn't have anything to do with 90 day report.

But next time you're at your immigration office, if they notice, they will fine you 2000 baht.

with the seven day leeway on the report date - would this not also apply if departing, which is similarly logging into the immigration system?

the 7 day has nothing to do with it. You're REQUIRED to report if you're in Thailand for 90 days. There's a grace period to make the report, but that doesn't change the fact that the report is still required. You must report if you're in Thailand for 90 days. It's not an 89 day report, it's a 90 day report. So if you're in for 90 days you report. If you leave then you failed to report.
