On the website of the my local embassy (germany) it doesn't say so but I've read elsewhere that I'll need it. Thanks a lot, i really appreciate all your help!

TLDR : Answer Summary
The user inquires about the necessity of a letter from the provincial Ministry of Education for applying for a NON-ED visa, following conflicting information from various sources. Commenters suggest contacting the local consulate for clarity, noting that requirements may vary and that university students might need fewer documents overall.

I keep in touch with the Consulate in Munich, seems to me they are a bit more helpful than the embassy in Berlin. Try to talk to the guy in the visa department, I think his name ist Xaver.

Now that you said you're attending a university (not a private langauge school) I think you might only need the documents from them to get the ED visa issued. Real university students have much less requirements when turning in documentation to issue the ED visas.

About all you can do is wait it out, see what happens when the thai consulate re-opens.

Good Luck, take care, stay safe (y)

Each consulate can set their own rules, the way it usually works is you enroll in a school, the school gets documents from the Ministry of Education and forwards them to you along with the school documents THEN you apply for an ED visa at a thai consulate

Contact your consulate and ask them. They are the only ones who will know that answer :(

they're not issuing visa atm and won't even provide information about the requirements once they start issuing again. So no help from that side. I'm in contact with my university to get everything ready asap so i can apply as soon as they restart doing visa.
