TLDR : Answer Summary
The WP2 form for applying for a Work Permit in Thailand usually requires various documents, and a certificate of residence can be one of them. Since you hold a Non-O visa based on marriage, it is advisable to check with the relevant authorities or your employer if a certificate of residence is specifically required for your case.
