Do agency documents for visa applications need to be notarized by an embassy in the home country or can they simply be on company letterhead?

Just reading on some different embassy sites about documents and i quote from Vientiane embassy" Copies of agency/school/institution/company documents must be signed by an authorized person and stamped with the agency/school/institution/company seal.

Does this mean any business number registration or letter head needs to be notarized by an embassy in home country or just have the letterhead stating its origin EG company letterhead
