Could my 90 day report status not being approved be due to the TM30 fine when applying for my NON IM O visa extension?

Just checked my 90 day report status that i submitted online Tuesday. Says not approved. Do you think this has got anything to do with that the 800 baht TM30 fine that I got when applying for my yearly NON IMM O visa extenstion that I applied for earlier this month, which I have to go back to Chang Wattana to collect this coming Wednesday? Thoughts please.
