It is possible to get an extension up to 1 year as a volunteer, if the organisation has been approved for this specifically by the relevant Government department. Not many are approved for this though.

If she find an organization that can get her the 1 year Extension of Stay, she still can not hop every 3 months of something to other organizations.

No, in Asia you only get the Single Entry Non Immigrant O visa based on being a volunteer with documents from your volunteer organization.
