TLDR : Answer Summary
A New Zealand passport holder can obtain a 6-month Multiple Entry Tourist Visa (METV) only from Thai consulates in New Zealand or Australia, as consulates in Southeast Asia require applicants to be residents of those countries. Therefore, the applicant would need to return to New Zealand to apply for this visa.

, as people pointed out you can ONLY get a 6 month METV from a thai consulate in the country your passport comes from OR from one of the thai consulates in Australia (which don't have the residency requirements).

NONE of the thai consulates in S/E Asia will issue one because you have to legally be a resident of the country you're applying in.

Need to go home to get one of those.
