You have to apply in the country where you, then go the Embassy website of that country, read the requirements and you will find out it you have to apply online or by going to the Embassy.

There you will also find lots of need-to-know informations.

Yes! Go to the official Thai embassy website. You'll be asked for your embassy based on where you are from. Just like anywhere else except in the US they are asking for tax returns. I was approved in 17 days through DC.
