Samut Prakan Immigration went great! The temp office has moved into the permanent location now - right next to the water.
Limited parking to the right directly next to the building, but tons if you go left away from the building.
I had my landlord submit the tm30 and the officer asked where she was before this week. I said we moved into a new house and the old landlord didn’t submit it - which was all true. She was gracious and allowed us to extend!

I am doubtful your mom actually came here on ANY visa, and it's far more likely she just flew in and was stamped in FREE for 60 days on what's called a "visa exempt" entry <- that's not a tourist visa, not a visa at all just a free entry stamp

You HAVE to get the extension at the office which serves the area where you stay. SO if the address where she's staying is Samut Prakan then YES she goes there for the 30 day extension for 1900baht
in my experience, we've been questioned about where we've been on previous days (and had to prove that we just got to Mae Sot even though the flights arrived in BKK on whatever day...). Maybe immigration will let your landlord do it now. Maybe immigration will fine you for being late. To my knowledge, the hotel thing bypasses all of that. If she "checks into" a hotel today and they register her, she can go in to immigration tomorrow (if open). Or check into a hotel on Sunday and go on Monday.
this has been recommended to a friend before by the actual immigration staff (not in Samut Prakan). Friend was told "check into a hotel and come back tomorrow" which worked for her as the hotel registers its guests.
go with her, take your lease, your TM30, what ever you have and you should be okay.
They might fine you for not filing a TM30 on her (usually have the real fine of 1600baht so just 800) BUT they could just let her apply for the extension without fining her <- That's between you and the Samut Prakan office
