The friend can enter Thailand with both the new and old passports. If the visa is already approved, it will remain valid until the expiry of the old passport used for the application. Upon arrival, he should present both passports and visit immigration to request a transfer of the visa stamp to the new passport, ideally with a letter explaining the reason for the new passport.
