My friend apply for one year visa in Thailand last December.
But his passport expired inext July.
is enough to come Thailand with new passport and old one. And they switch one year stamp to new passport?

You should get a letter from the office that issued your new passport giving the reason why a new passport was issued. Give this letter to Thai immigration and you will have no problems getting new stamps in new passport

If his visa is approved it will only last until expiry of the passport he used when applying. Should of renewed it first.
. Yeah unfortunately too late. Same applies in most countries. I got 11 months extension of my visa here instead of 12 months because of my passport expiry. Most countries give new passport number when renewing now for security reasons. Visa is linked to passport number and valid for the length of passport life .
