She will enter using the Asean free visa, She is from Philippines, we can visit Asean countries and just have free Asean visa upon arrival at any Asean countries
. Thats why she is getting trouble. Tell her to get a tourist visa. She can get one in Singapore. Being denied entry to Thailand wont effect her entering Singapore.
