Would he be able to alter his visa to a non emmigrant visa such as a volunteer or a student visa inside the country? Also would he have right to apply to an extenaion due to covid? Thank you.

No, the last day the 60 day extension of stay based on unable to travel due to COVID-19 is being sold is May 29. I am not going to guess if they will extend this extension of not.
