Can my friend enter Thailand with a new passport if he has a denial of entry stamp from a previous passport?

Hi everyone!

my friend has such a stamp, he was awarded at the border a few years ago. now he has a new passport. can someone share your experience: we want to understand if he can enter Thailand with a new passport (without this stamp).

That is a denial of entry stamp based on reason number 2 <- no means of support the thai written there is ไม่มีปัจจัยยังชีพ

It doesn't mean they're banned it means on the 12 Feb 2020 they tried to get in and couldn't
