TLDR : Answer Summary
The inquiry concerns whether a person can enter Thailand with a new passport after having a denial of entry stamp in an old passport. The comment clarifies that a denial of entry stamp due to lack of means of support does not constitute a ban; therefore, the individual may still be able to enter Thailand with the new passport.

That is a denial of entry stamp based on reason number 2 <- no means of support the thai written there is ไม่มีปัจจัยยังชีพ

It doesn't mean they're banned it means on the 12 Feb 2020 they tried to get in and couldn't
