Hello! I have a question. 

Can I go to Thailand as tourist while holding a EB Visa of Cambodia that will expire on Dec  this year? If yes, can I also apply a DTV Visa at the same time. Thank you!

Of course you can travel to Thailand while holding a visa to visit or live in another country. What you cannot do is apply for a DTV while in Thailand. That must be done from another country and you have to stay in that country while your application is being considered.

Since you are living in Cambodia apply there.
