As I understand it you need a "permanent" address for the non-o. This can be a hotel or whatever but you'll need a letter indicating your a long term resident. I think a 3 month stay is enough to class as "permanent"

not at all. You just need a letter from the hotel confirming you are booked in for x months

Is there something wrong with you? Do you know anything about "official" requirements when opening a bank account as a foreigner? How long have you been here? You sound like a tourist.

May I ask, do you have a thai bank account yet? If not, most banks don't officially accept hotel addresses.

as I found out the hard way that in July 2024, you need to get a certificate from immigration to open an account as a tourist. Unfortunately, I just found this out and so the tm30 that the hotel prepared was considered late. They are supposed to file the form within 24 hrs of my arrival. So immigration wants different kinds of info now and I'm waiting to see if the hotel is willing to refile the tm30 for me.

You can book a cheap hotel for one night and get a TM30, no need to stay there.

It's the landlord's responsibility but some will not submit one. Normally a Recidency Certificate from Immigration is enough to open an bank account but every branch has their own requirements.

For a consulate or embassy outside of Thailand then you should be fine with a temporary address. Depending on the office then you probably will be ok for applying inside of the country for the initial Non O, but to get the year extension off of either option you’ll probably find your office will require a long term 6 month or 12 month contract.
