To emphasise, a Thai visa is ONLY valid for Thailand. Choose where you want to go and approach the embassy of that country.
Don't expect anything to happen until post-covid.

In normal times a visa is a right to enter a company received from an Embassy or Consulate of that country. If you are in Thailand now you likely paid a small fortune for you to get a volunteer visa while not doing volunteer work. If you are volunteering why do you want to leave? The moment you depart Thailand your visa is done unless be you are not past the valid date and purchase a reentry permit In these Covid times I am not at all sure they are giving reentry but do not know for sure. Last depending on where you are from and where you wish to go in Europe you might need a visa for that location

Well you can ‘go’ but obviously the visa itself won’t be valid in another country. And then you have the whole issue of getting back in, doing quarantine etc.

Depends on your passport. Turkey probably the closest, easiest destination to get to near Europe. But length of stay/potential visa options will depend on your nationality.
Because it’s a volunteer visa in Thailand. That can’t be transferred into a working visa in Europe (or any visa in Europe). They are completely different continents with different restrictions.
