Can I repeatedly apply for a NON-O visa from the UK after leaving Thailand for a short period?

If I pay for a non-o visa and apply from the UK can I leave Thailand after the 90 Days for a week or 2 and apply for another non-o visa and return potentially doing this for a year ?

You can do this yes, but it's not a viable strategy to live in Thailand. Eventually the embassies will stop selling you the visa.
