TLDR : Answer Summary
The user is inquiring whether they can apply for a new Non-O marriage visa before their current visa expires on July 2nd, especially since they need to perform a 90-day border run on March 23rd.

23rd of March you will get 90 days, quicky calculated till 23rd Jun, why not do another border run for a new 90 days of stay and at the end extend that with 60 days to visit your family before applying for a new visa.
That is totally up to the person at the Thai Consulate, as long as you have a valid visa in your passport they could deny a new application or just say it is okay.
thanks for the info. Is it possible to do a new visa on the 23rd of June ?

It is up to you what to do, but a border run on 23 March, around 23 Jun again and 60 days Extension will bring you up to end of October and you can apply for new visa before you come back to Thailand. Or apply for a visa before you leave back to home country.
