Wise with Thai Driver license and DTV should work and give you at least ability to prompt pay. Local Agent might help as well for an account at a local bank.

Yes some people get a bank account with DTV but it is not easy. Most big banks like Bangkok Bank or Kasikorn ask for work permit or long stay paper. With DTV they often say no at first. But if you go to a smaller branch outside the main tourist area and bring your passport, DTV print, rental contract and Thai phone number, some branches say yes.

Many success stories are in Bangkok at Bangkok Bank branches in Asok or Ari, and in Chiang Mai and Phuket at Kasikorn or Krungthai. You may need to try two or three branches. Some agents can help you open for a fee, but you can try yourself first. Bring extra papers like your house contract and maybe a letter from your landlord.

Bank rules change often here so it helps to have a guide that has the latest tips. I saw a good section on opening a bank account on DTV in Unlock Thailand by Isla Rey on Amazon, it lists which branches are more friendly and what to say. Very handy before you go to the bank.
