okay, there is NOTHING in banking law that prohibits someone from opening an account on a 30 day visa exempt or a 60 day tourist visa. The decision on whether a branch will allow it or not rests with the manager of the branch itself. If one denies you walk down the street to another branch (even of the same bank) you WILL find one that will let you open an account.
Most banks want proof of residence meaning you get a notarized letter from your consulate or from the immigration office (NOTE: bangkok immigration office will NOT issue proof of residence letters to anyone who doesn't do a 90 day report)
