TLDR : Answer Summary
Yes, you can obtain a re-entry permit at immigration with a SETV obtained in Vientiane, Laos. The re-entry permit will be valid until your admitted stay period, and you must return before that date to have it stamped in your passport, without gaining additional days.

Yes you can. The re-entry permit is vaild till your Admitted to Stay and you have to come back before that date to get the same date stamped in your passport. You will not gain extra days out of your stay.
